Commission delays key development decision

Fremont Planning Commission has delayed voting on a development which riles 600 nearby residents, until a meeting next month.

The project that has many Fremont residents upset enough to sign petitions against it, is a residential and commercial project on a 12.2-acre parcel on the northeast corner of Sabercat and Grimmer roads in the Mission San Jose Planning Area, east of Interstate 680.

The project would consist of 158 dwelling units, and approximately 55,334 square feet of commercial and retail space in four main structures. Resting on a two-level garage podium, the buildings will be four to six stories tall. Unit sizes would range from 800-square-foot studios, to 1,700-square-foot units with as many as three bedrooms. The project would feature a 6,200-square-foot community recreation and health club, and about 85,600 square feet of common open space and 19,656 square feet of private open space. There would be 415 at-grade surface parking spaces for customers and guests, and 168 secured garage parking spaces for tenants.

Applicant Sabercat Holdings Inc., and its Davis-based architectural firm, YHLA Architects, asserted at the Aug. 9 planning commission meeting that the project will serve as a gateway into Mission San Jose.

"We know it's newer, but we feel it will be a building the city of Fremont can take pride in, and maybe one day can be a landmark and gateway for the city," architect Bob Lindley said.

The commission's decision to continue the item did not sit well with many opponents in attendance. The commission cited the fact that by the time the public comment on the item had closed, the meeting would have run into the early morning hours of Aug. 10.

The proposal, along with the Mission Home project discussed by Fremont City Council on July 24, has raised concern from residents who believe the projects will only bring in families with more children.

Residents fear those children will be enrolled into already crowded Fremont Unified School District classrooms.

Lindley said at the meeting that the proposal is not one that would be suitable for people with children.

"That's not to say there won't be families with children here, and not to say that we haven't accounted for them in our design," he said. "We think this type of development, by and large, is more attractive to individuals who might be entrepreneurs, or do business in their homes."

Mission San Jose residents were not convinced.

About 25 residents spoke against the project at the meeting, all citing concerns with the residential areas being altered, overcrowded schools, open space and green areas slowly disappearing, and commutes becoming worse.

Sita Ghatala said she leaves Fremont for work in San Jose before 9:30 a.m., and sits through at least five traffic signals at two intersections, before reaching southbound Interstate 680.

"I'm concerned about the huge impact adding 158 homes and a shopping complex to traffic would bring," she said. "It's horrendous to say the least, not to mention the mood of the drivers."

Ghatala added that with only two entryway/exits out of the Sabercat Estates on Pine Street, in the event of an emergency, traffic would be even worse.

Suzette Swanson was concerned that much of the open space in Mission San Jose would soon disappear.

"One thing many of us liked about Fremont was the amount of wide open space it had," she said. "Over the last 10 years I've seen that slowly shrinking and shrinking. It really breaks my heart that we're going to rubberstamp and approve a project that changes the neighborhood."

Lindley told the commission that the applicants had held some neighborhood meetings with the residents to discuss the project.

But the majority of the 25 speakers said they never received notice of a meeting, nor did they know anyone else in Mission San Jose who had.

After hearing that, planning commission Chair Dan Lydon was angered, stating he hoped he didn't hear something like that again, after being led to believe the applicant had indeed sent notices to neighbors.

By the time all speakers expressed their opposition, the time was close to 12:30 a.m.

Commissioners elected to hear the rest of the item until September, stating that further discussion on the project could take as much as two additional hours.

But the residents in attendance urged the commission to make a decision that night. The meeting had gone into the next day due to another item that raised concern among residents: an approved T-Mobile cellular phone tower in the Niles District.

"This is a complicated issue," Commissioner Rakesh Sharma said. "You want us to ask a lot of questions about all your input, and I can see some of you think it's going to be done real soon. It's not going to be done real soon. We want to address the issue with as much attention as we can give it."

Lydon said when the item is continued to September, commissioners will be rested and have fresh minds to make a fair decision on the project.

"My opinion is that greater good can be served with time," he said. "I don't think the messages we've heard this evening are going to be forgotten or discarded. But I think we're playing jeopardy as a commission to continue into the night with a long and laborious conversation as we try to get to the root of these issues."

The Sept. 27 commission meeting will take place at 7:30 p.m. in the Fremont City Council Chambers at 3300 Capitol Ave.

Fremont Water Park Update

Sorry for delays, For the Fremont Ground Breaking Video won't be working. I will fix the problem and post next couple of weeks.

Design of the Water Park are now on the city website. The Water Park Site Plan is called Fremont Bank-Aqua Adventure.



Lazy River and the Bridge Change.
I know this design is different as original design. For Fremont Water Park Lazy River original design has 3 Bridge. The new design has change, know as 1 bridge. I like the new design for the lazy river because they can easily get out. This lazy river is similar to Raging Waters Lazy River. The 1st entrance and exit for the lazy river is beach entry. The 2nd entrance and exit for the lazy river is Youth Pool that can be exit lazy river then go to Youth Pool and you can enter the lazy river. That's the only Bridge to get to Youth Pool. You can either take the lazy river or the Bridge. The last lazy river entrance and exit that can either exit to get to Water Slides and enter to get to lazy river. Its not easy to get to Water Slides. There's two choice to get there. 1st choice is enter the lazy river and walk or use inner tubes, by middle of lazy river and exit to get to the Water Slides. 2nd choice is to walk around the lazy river to get to Water Slides. This time there's no bridge for Water Slides. I think that is the stairs for lazy river like Raging Waters.

Water Park Change.
The Lap Swimming has change is know the right not the middle. The building is not sure because it keep moving and no description. All I see is a lot of Morris Cove.

They do have a Water Slides color but I'm not sure if this is right. This is example I'm not sure.

The sleepy Puerto Penasco Swim Lagoon will soon be replaced with water slides, lap pools and picnic areas for the public to enjoy.

City officials, Fremont Bank Foundation and the Candle Lighters broke ground Tuesday afternoon on the long-awaited Fremont water park, recently dubbed Aqua Adventure.

The park, which has been in the planning stages since 1998, will not be a water slide park like Raging Waters or Water World, said Annabell Holland, Fremont Parks and Recreation Department director.

Instead, Holland said Fremont's facility will take some of the tamer elements from those parks.

Aqua Adventure will be built with four water slides, a "lazy river," a lap pool, two picnic areas and classrooms to educate the public on water and nature.

The Puerto Penasco Swim Lagoon, which opened in 1969, officially closed in 2001 due to an aging infrastructure, declining attendance and increased costs, city reports indicate.

In 1998, Holland was given the task of surveying the community to see if such a project would be welcomed in Fremont.

Now, nine years later, and following several bumps in the road, the park will finally get off the ground.

Holland said Aqua Adventure should open in May 2009.

"This will be a facility we can all be proud of and the community can thoroughly enjoy," she said.

City Manager Fred Diaz said it was important to make the project delayed by increasing construction costs a sustainable and successful feature in Fremont.

"This project was not without its challenges," Diaz said. "When a project like this relies on various funding sources, it's hard to come in under budget."

Two funding sources include local community organizations, Fremont Bank Foundation and the Candle Lighters.

Fremont Bank Foundation donated $1 million in funds to the park, and the Candle lighters matched $600,000 in grant funds to get the project going.

Mayor Bob Wasserman said city tax dollars will not be used to build or operate the facility.

The mayor added that while the cost of the park escalated beyond what city officials had hoped, nearly every project the city has undertaken recently was over budget.

"This project has hit a number of blocks, and it's been on and off," Wasserman said. "Well, it's on again. I think controversial projects are good for us. We took a lot of criticism on this project, but we're finally moving forward."

Hattie Hyman-Hughes, Fremont Bank Foundation president, said she was honored to donate funds to the park, because her father Morris Hyman loved Fremont's Central Park.

She added that she could see him looking down on the swim lagoon that day smiling.

"This is truly a good day for Fremont Bank," she said. "This is the largest grant the foundation has made to date, and hopefully it won't be the last we make."

Concord-based Sierra Bay Contractors Inc. will build the park, at a cost of $14 million.

Construction is scheduled for completion by August 2008, with commission and testing done that September.

In addition, staff training will take place in fall and winter, so the park can be open by Memorial Day 2009.

Thereafter, the water park would then be open from Memorial Day to Labor Day annually.

Fremont brings back summer tradition


For the first time in five years, the Central Park Summer Concert Series is back, restarting a summertime Fremont tradition. It all starts Thursday with a free performance by Appaloosa, a country-rock group that often plays the Saddle Rack, a Fremont country-and-western nightclub.
Each of the summerlong performances will be held at the Performance Pavilion in Central Park. The new venue was constructed last year for Celebrate Fremont @ the Park, the city's 50th anniversary celebration event.
The series will continue through the summer on these alternating Thursday evenings.


The Harry Potters Youth Concert. July 3,2007 Tuesday 7-8:30 P.M.

Fremont School Board meeting tonight

Chris De Benedetti reports that Keith Wolff and A's consultant Jim Cunneen will present their plan at a FUSD board meeting tonight. FUSD has been keenly aware that there's no elementary school at Pacific Commons and at the very least one would be required there for the projected 700 grade school students. Some accommodations would have to be made for a large number of secondary school students as well. New to the plan is the concept of placing the school on the city's 40-acre parcel, where a train station and park are planned. It seems like a reasonable use for the property, but there's one issue: the school would be separated from the neighborhood by at least the 0.6 miles I cited earlier. The school would be far more attractive if it were well integrated into the neighborhood, but using city land would be a much cheaper alternative. FWIW I'd rather see a land swap between the two parties to make the school work within the neighborhood confines - important since the residential area will be a gated/limited access area.
